The last two sentences are instructive.  "Rather, FAA will work to prevent future residential TTF access" means no further TTF agreements in spite of the facts stated above.  "The FAA will also seek ways to mitigate (emphasis mine) existing residential uses over time" means they will probably try to fund buying the real estate from the hangar home owners.

After explaining why hangar homes are totally compatible with the airport, Catherine Lang, the official at the FAA who seems to have the most heartburn about TTF agreements, states the FAA will still stop hangar homes.

What a classic bureaucrat!
