At Creswell, Oregon there is only one residence with a current and active TTF agreement. I built my home next door following all of their guidelines, rules and procedures, and after nearly 2 years of working with the City of Creswell for my access, they reversed course and now refuse, because of the FAA.

Would you buy a hangar home on a public airport today?
Last evening, I submitted our acceptance of the seller's counter-offer on an airport hangar home in MI. Then, this evening, I read a lot about the new FAA banality. Now I am scared to death that the home I am buying because the price is distressed (it is in Michigan after all) can now go down far lower because of this idiotic and stupid rulemaking. Who are these morons and why do they control how we live? Incompatible use? The only @#$%$#@ reason I am moving there is because I WANT to hear planes, especially my own, taking off and landing!!!!
What is the likelihood that this can be put down and my dream of living with my plane not become a living nightmare?

This is a nightmare for all of us living on or adjacent to a public federally funded airport - and as you say, the FAA Order makes little sense to an intelligent person.
If I were in your shoes - I would withdraw my offer - if necessary write off my "good faith" deposit - in fact I would demand it back because of failure to disclose pertinent information. Then look for a home at a PRIVATE airpark.
I think this will be a long, hard, ugly battle!. Not because anyone is right or wrong or because of the real issues - but because it is a power and control issue for the FAA (or rather, some FAA staff)-- and they are abusing their position of "power" to WIN a perceived battle -- rather than serving the public interest.
